Policy Paper: The Need for Protection of Workers’ Rights Affected by the PLTU Retirement
Early retirement of coal-fired power plants (PLTU) is often framed as part of the energy transition toward cleaner sources. Yet beyond the energy shift, questions of justice cannot be ignored. Through the JETP scheme, several coal plants in Indonesia—such as Cirebon 1 and Pelabuhan Ratu—are planned for early retirement, but policy direction is becoming increasingly uncertain. The JETP Progress Report 2025 shows a major shift from the 2023 CIPP, moving away from a clear early retirement agenda toward repurposing coal plants through approaches like biomass or ammonia co-firing. This shift raises critical concerns: where does the commitment to a just energy transition stand, and what will happen to the workers whose livelihoods depend on these plants? A true energy transition must ensure that no one is left behind.
